Have America officially accepted responsibility and apologised for the My Lai massacre?

Hitler is remembered as being the definition of evil through his massacre of innocent civilians - I know Calley said "sorry", but why was he only given a few years sentence? The Rosenbergs were executed on mere suspicion of passing on information to a former ally, so why is it that such a horrendous massacre of children and the clearly innocent was not treated with greater seriousness?
